I would highly recommend renting a car.
There is public transport is available but I wouldn't recommend for tourists, uber is in all the major cities and is very cheap to use.
Oct to March is there warmer months but I wouldn't let that put you off.
Cape Town can be cold and windy May-August but it can also be very sunny. June to November is prime safari time however.
